What is a Police and Crime Commissioner?

My Role

As Police and Crime Commissioner, I am elected by the residents of Surrey to hold the Chief Constable and Surrey Police Force to account.

I represent the views of those who live and work in surrey on how our country is policed. As such, it is vitally important to me that the public's priorities are my priorities. You can find out more about my priorities in campaigns and in my Police and Crime Plan. 

As Police and Crime Commissioner, I: 

  • Set the strategic direction for policing in Surrey through the publication of the Police and Crime Plan
  • Set the budget and precept for policing in Surrey
  • Hold the Chief Constable to account for delivery of the Police and Crime Plan and for efficient and effective policing 
  • Appoint, and if necessary, dismiss the Chief Constable
  • Commission services to:
    • help victims cope and recover
    • to divert people away from crime
    • to prevent crime and improving community safety in Surrey
  • Work with partners to reduce crime and improve community safety in Surrey

 

History

The Police Reform and Social Responsibility Act (2011) established the role of the Police & Crime Commissioner to be a visible and accountable bridge between the Police and the public. The Chief Constable retains responsibility for delivering operational policing, whilst the Commissioner holds him to account for doing so. The Commissioner is held to account by the public and the Police and Crime Panel scrutinises the decisions of the Commissioner.

Tim De Meyer (pictured) has been officially appointed as the next Chief Constable of Surrey.  Following the approval of Lisa's preferred candidate by the Surrey Police and Crime Panel, Lisa said,  "Appointing a new Chief Constable is one of the most important roles that falls to Police

Commissioner Names Preferred Candidate For Surrey Chief Constable

Surrey Police and Crime Commissioner Lisa Townsend has named her preferred candidate to be the next Chief Constable of Surrey.  On the appointment, Lisa said,  "I am delighted to announce that following a thorough selection process which concluded yesterday, I have confirmed Tim De Meye
